Position Summary

This is highly responsible accounting work related to the Authority’s accounting and financial reporting function. The incumbent is responsible for supporting the Chief Financial Officer (CFO) in activities related to accounting, financial reporting, human resources, and benefit administration. Illustrative duties of the position include maintenance of Authority ledgers and journals and preparation of periodic financial reports. Performance of the duties requires thorough knowledge of accepted accounting procedures, thorough understanding of computer operations, the exercise of independent judgment, and the ability to communicate effectively with co-workers, vendors, residents, and the general public.

Major Duties and Responsibilities

1. Safeguards assets and assures accurate and timely recording of all transactions by managing and monitoring all accounts, ledgers, and reporting systems in accordance with Generally Accepted Accounting Principles (GAAP), applicable regulations, and program requirements.

2. Develops and issues timely monthly financial statements for use by the Chief Financial Officer, and presentation to the Executive Director / Chief Executive Officer and Board of Commissioners.

3. Oversees the accuracy and productivity of day-to-day activities of accounts payable, cash receipts, procurement, inventory, fixed assets, resident accounting and general accounting.

4. Reconciles all bank statements on a monthly basis and ensures deposits are adequately collateralized.

5. Assists as needed in employee onboarding and offboarding, benefits enrollment and ongoing administration of employee benefits.

6. Provides financial analysis to evaluate the Authority’s financial performance as well as special projects. SENIOR ACCOUNTANT 2

7. Coordinates the Authority’s quality control efforts to maintain accuracy and ensure program compliance through review and internal audit procedures.

8. Prepares audit workpapers and supporting documentation for annual external audit and interfaces with auditors as necessary during fieldwork.

9. Maintains Authority contract files to ensure compliance with contractual obligations.

10. Assists with the development and enforcement of internal controls to maximize protection of Authority assets, policies, procedures, and workflow.

11. Maintains inventory list of all computer hardware and software. The AHA will provide reasonable accommodations provided that the individual is otherwise qualified to safely perform the duties and assignments connected with the job and provided that any accommodations made do not require significant difficulty or expense.

Desirable Knowledge and Abilities

1. Knowledge of the general operations and procedures of a medium-sized Public Housing Agency (PHA).

2. Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners or as set forth by HUD regulations.

3. Knowledge of the programs, budgetary needs, and organizational structure of the Housing Authority.

4. Knowledge of the principals, methods, and practices of accounting.

5. Knowledge of report preparation techniques and procedures, a demonstrated ability to prepare and evaluate professional, technical reports, and other documents.

6. Knowledge of modern office equipment including copiers, personal computers, mainframe terminals, calculators, facsimile machines, etc.

7. Knowledge in use of computer terminals, personal computers, spreadsheet and other accounting related programs.

8. Knowledge of computer networks, hardware, and PC applications such as WordPerfect, Excel, and other word processing and spreadsheet software.

9. Knowledge of computer-based Accounting Systems. 10. Ability to understand or apply laws, regulations and polices to the maintenance of financial records.

11. Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority.

12. Ability to present ideas and information in a clear and concise manner, both orally and in writing.

13. Ability to work in less than ideal office conditions, e.g. noise, high traffic areas, etc.

14. Ability to establish and maintain effective working relationships with co-workers, residents, contractors, vendors, the general public and local, state, and federal officials.

Physical Requirements

The following is a list of physical requirements necessary to perform this job, either with or without an accommodation.

1. Must be physically able to operate a variety of automated office machines including computers, copiers, printers, facsimile machines, telephones, etc.

2. Must be able to work, move, or carry objects or materials such as files, computer printouts, reports, calculators, pencils, legal pads, etc.

Minimum Education, Training, and/or Experience

1. Graduation from an accredited four-year college or university with a bachelor’s degree in accounting, or the minimum education requirement as Certified Public Accountant (CPA) candidate.

2. Minimum of one years’ experience in managing general ledgers, payables/receivables systems, inventory systems.

3. Licensure as a Certified Public Accountant, or Certified Public Accountant candidate on track for licensure as a CPA.

4. Any equivalent combination of education, training and experience that provides the required knowledge and abilities may be considered sufficient.

Special Requirements

1. Possession of a valid State of Georgia driver’s license.

2. Must be bondable.

3. Must be insurable by the Authority’s fleet insurance carrier.

4. Must be able to occasionally work at night and on weekends if required.
