PURPOSE OF THE JOB

The purpose of this job is to enforce on-street parking ordinances in downtown Athens for the Athens Downtown Development Authority (ADDA). Duties and responsibilities include, but are not limited to superb customer services, enforcing parking ordinances, rules and regulations, issuing parking citations and boots, responding to customer inquiries, and performing additional tasks as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this job and are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

·         Monitor on-street parking and issue parking citations and boots, in accordance with ordinances, as required

·        Maintain and operate hand-held unit to enforce ACCGov parking rules (times, bus, loading and fire zones, bike lanes, abandoned vehicles and handicapped parking)

·        Maintain all Downtown Athens Parking regulations and ordinances, and special events.

·        Patrol Downtown on an assigned route and mark vehicles that are in violation

·        Provide accurate information in response to questions, concerns, and inquiries from the general public

·        Appear in municipal court to defend contested citations as necessary

·        Maintain courteous and professional manner towards the public while in uniform

·        Report broken and/or malfunctioning parking meters; tag meters for special parking requirements

·        May be required to temporarily perform the duties and responsibilities of the Parking Deck Attendant

·        Performs other related duties as required

KNOWLEDGE, SKILLS, AND ABILITIES

·        Knowledge of the policies, procedures, methods and activities of the ADDA as they pertain to the performance of duties relating to the position of Parking Enforcement Officer

·        Knowledge of federal and state laws and local codes and ordinances related to parking enforcement

·        Knowledge of the terminology used within the office.

SKILLS AND ABILITIES

·        Ability to communicate effectively by written and oral means

·        Ability to communicate effectively with customers and other staff members

·        Ability to use independent judgment in routine and non-routine situations.

·        Ability to utilize and understand office equipment, computer applications, and techniques as necessary in the completion of daily assignments

 

MINIMUM TRAINING AND EXPERIENCE

·        High School Diploma required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities of this position.

Physical Requirements

·        Must be physically able to operate a variety of machinery and equipment

·        Must be able to move and carry objects or materials

This position requires:

·        Walking, standing, bending, stooping, pushing, pulling, lifting, grasping, seeing, kneeling, and repetitive motions

·        Must have the ability to use one hand for twisting or turning motion while coordinating the other hand with different activities

·        Must have minimal levels of hand/eye/foot coordination

·        Must be able to exert up to twenty-five pounds of force occasionally and/or up to ten pounds of force frequently

INTERPERSONAL COMMUNICATION

·        Requires the ability to speak and/or signal people to convey or exchange information

·        Includes giving and receiving assignment and/or directions to co-workers and from supervisors

·        Must be able to communicate via telephone. Requires the ability to talk and/or hear

LANGUAGE ABILITY

·        Requires the ability to read a variety of informational documentation, directions, instructions, and methods and procedures

·        Requires the ability to prepare reports, and other documents using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.

·        Must be adaptable to performing under considerable stress when confronted with an emergency

·        May require the ability to differentiate between colors and shades of color

VERBAL AND NUMERICAL APTITUDE

·        Requires the ability to record and deliver information, to understand procedures, and to follow oral and written instructions

·        Must be able to communicate effectively and efficiently with customers

·        Requires the ability to add and subtract totals, to multiply and divide, and to create and utilize mathematical formulas as needed
