Position Summary
This position is responsible for maintenance work related to the Authority’s property management function. Reporting to the assigned Property Manager, this position is responsible for the organizing and completion of physical work tasks related to the maintenance and improvement of AHA properties. Work involves the performance of semi-routine and diverse duties in connection with repairs to and maintenance of buildings and grounds requiring many skills found at the journeyman level. Examples include but are not limited to carpentry for woodwork repairs, plumbing repairs, HVAC, appliance, electrical and painting. Incumbent may be required to work under hazardous conditions such as sleet, snow, heat, cold, dust, and dirt. Incumbent generally works independently and exercises a great deal of judgment in resolving problems in the act of repairing buildings and appurtenances. The incumbent will serve in rotation on the after-hour on-call maintenance team. The position may provide work direction and guidance to a small number of laborers, assistants, and/or custodians. Work assignments are received in the form of broad objectives and specific work instructions orally, in writing, or through electronic job orders requiring the ability to interpret instructions and present any confusion in instructions to superiors.
Major Duties and Responsibilities

1. Observes industry standard safety rules in all aspects of the job and must practice safety precautions and be safety conscious at all times.
2. Represents the Authority on a daily basis on the site in accordance with established policies and procedures. Ensures that the Authority’s interests are protected at all times and communicates any issues to their assigned Property Manager or Chief Operating Officer.
3. Performs specialized tasks based on abilities that may include HVAC repair, electrical repair, plumbing repair, appliance installation and repair, flooring, windows and doors, or upper level carpentry tasks. May provide instruction to other staff members.
4. Performs required planned and corrective (repairs) maintenance to building surfaces, fixtures, systems, and equipment.
5. Responsible for repairs related to vacancy preparation to ensure that units are ready for re-occupancy as soon as possible within established timeframes.
6. Responsible for completion of and tasks related to property preventive maintenance in accordance with established protocols to maximize efficiency and life of systems and equipment.
7. Troubleshoots maintenance problems through visual inspection and through the use of appropriate testing equipment. Diagnoses chronic or repetitive problems and recommend solutions.
8. Utilizes a wide range of powered and non-powered hand tools such as drills, sanders, sewage line cleaners, saws, hammers, pliers, screwdrivers, wrenches, oilers, and volt-ohm meters.
9. Inspects apartments for maintenance work to be done, usually as a result of a resident request or work order.
10. Provides assistance to other Maintenance employees as necessary in accordance with AHA protocols.
11. Operates and makes all installations and repairs in accordance with local, state, and national housing codes.
12. Manages and organizes assigned work orders efficiently. Ensures that all work orders are completed and closed in a timely manner. Ensures the completion of Emergency Work Orders within 24 hours.
13. Recommends the referral of work to contractors, when appropriate. This may include grounds maintenance, major repairs, painting, cleaning, vacancy preparation, pest control, or equipment maintenance.
14. Monitors and conducts quality control inspections on all contracted work for compliance to codes and specifications and reports findings to appropriate supervisor or department director; i.e. Property Manager or Chief Real Estate Officer.
15. Recommends the assessment of charges to resident accounts for work outside of normal wear and tear in accordance with the dwelling lease.
16. Documents housekeeping and pest control issues and makes referrals to Property Manager.
17. Requisitions appropriate parts and materials for assigned work in accordance with the Authority’s procurement policy and/or materials management procedures. Documents the use of parts and materials on work orders.
18. Provides input for needed capital improvements on the assigned properties including items that are recurring in work orders, as requested.
19. Attends technical training sessions to ensure proficiency in the applicable trades.
20. Participates in off-shift, weekend, emergency, and holiday coverage, and must be willing and able to work flexible hours, overtime, any shift, and weekends.
21. Performs other duties as assigned.

Desirable Knowledge and Abilities
1. Knowledge of the general operations and procedures of a Public Housing Agency (PHA).
2. Knowledge of the layout of Housing Authority facilities.
3. Knowledge of standard practices, methods, materials, tools, and equipment used in one or more of the building trades (i.e., carpentry, plumbing, masonry, heating, or electrical trades).
4. Knowledge of occupational hazards and safety precautions of the work.
5. Ability to use tools and equipment necessary to perform the maintenance and repair tasks as outlined above.
6. Ability to effectively utilize electronic mobile work order devices.
7. Ability to inspect buildings and grounds and determine needed repairs.
8. Ability to understand and follow written and oral instructions.
9. Ability to understand and work from sketches, blueprints, diagrams, etc.
10. Ability to maintain records and prepare routine reports.
11. Ability to establish and maintain effective working relationships with co-workers, contractors, residents, and the general public; ability to communicate with people from a broad range of socioeconomic backgrounds.
12. Ability to assign duties and supervise subordinate employees as necessary.
Physical Requirements
The following is a list of physical requirements necessary to perform this job, either with or without an accommodation.
1. Ability to move or carry objects or materials such as sinks, counter tops, solid core and metal doors, debris, floor tile, fan motors and other HVAC parts, etc; ability to handle ranges and refrigerators using appliance hand trucks. Lifting (ground to waist level) requirements for an individual in this classification may exceed 75 lbs on an infrequent basis.
2. Ability to operate a variety of power and hand tools used in the carpentry, electrical, and plumbing trades.
3. Ability to operate a truck and a van.
4. Ability to kneel, crawl, stoop, and crouch in order to work in tight or cramped spaces such as attics and crawlspaces; ability to work in these positions for extended periods of time.
5. Ability to work in wet, damp, hot, cold, or dusty conditions for extended periods of time.
6. Ability to work while standing for extended periods of time.
7. Ability to climb a ladder in order to gain access to work areas.
Minimum Education, Training and/or Experience
1. High School graduate or GED equivalent.
2. Must have attained journeyman level skill in electrical, plumbing, carpentry or similar building trade through two (2) to three (3) years practical work experience (including any supplemental training), or through graduation from a vocational/technical school with certification in one or more of the trade classifications.
3. An equivalent combination of education, training, and experience may be substituted for the requirements above provided that the experience is sufficient to meet the required knowledge and abilities.
Special Requirements
1. Possession of a valid State of Georgia driver’s license.
2. Must be bondable.
3. Must be insurable by the Authority’s fleet insurance carrier.
4. Must be able to occasionally work at night and on weekends if required.
