Full Job Description

The Northeast Georgia Regional Commission (NEGRC) is seeking qualified applicants for the position of Youth Program Manager. The Youth Program Manager is responsible for management of Workforce Development youth programs. The ideal candidate will be familiar with the Federal Workforce Innovation and Opportunity Act programs. The candidate will have knowledge of managing multiple programs simultaneously, and of contract management principles ensuring compliance with federal and state policy and regulations.

The position requires attention to detail in gathering applications, submitting proper paperwork for payroll and managing the In-School Youth Work Experience programs. The Youth Program Manager attends Workforce Development Board meetings and prepares and presents youth updates and recommendations from the Youth Committee. The Youth Program Manager schedules and meets with the Northeast Georgia Youth Committee quarterly or as needed.

Required:

 Knowledge of the federal Workforce Innovation and Opportunity Act and relevant labor laws.

 Knowledge of contract management principles.

 Skill in managing social media communications.

 Skill in developing working relationships with a variety of stakeholders.

 Proficiency in use of MS Office (Word, Excel, Outlook, Teams, Adobe) and office equipment such

as a postage machine, copier and scanner.

 Skill in the preparation of clear and precise reports.

 Skill in oral and written communication.

Preferred:

 More than four years of related experience required or equivalent combination of education

and experience.

 Baccalaureate degree in a course of study related to the occupational field desired.

This position reports to the NEGRC’s Workforce Development Director. The range for annual salary

starts at $57,127 and is commensurate with experience and qualifications. A competitive benefits

JOB SUMMARY

This position is responsible for the management of Workforce Development youth programs.

MAJOR DUTIES

• Answers questions and provides information related to youth applicants; provides guidance and

screens applicants for program eligibility; completes customer inquiry form; follows-up as needed.

• Completes all Youth Individual Training Account applications, including telephone interviews, in-

person interviews, obtaining documents for eligibility, and submitting for final approval, inputs

information into VOS computer system.

• Reviews proposals in response to RFPs; helps select providers to be presented to Board for approval.

• Manages the In-School Youth Work Experience (WEX) programs; gathers employer worksite

applications, submits time sheets to payroll, updates youth and supervisor handbooks and

agreements.

• Promotes the WEX program to prior employers and makes efforts to develop new worksites;

forwards worksite agreements and other materials to potential employers; conducts orientation.

• Maintains spreadsheets of all Youth applicants including active and exited students and performance

measures attainments; updates as needed; sends job listings as needed.

• Schedules and runs the Northeast Georgia Youth Committee meetings quarterly or as needed.

• Attends Workforce Development Board meetings; assists in preparing youth updates and

recommendations from the Youth Committee.

• Communicates with program providers to ensure compliance with contract requirements; conducts

monitoring meetings and submits written reviews.

• Reviews applications submitted by providers for accuracy; enters information into VOS system and

submits for approval.

• Maintains worksite and employee agreements, tax paperwork, and other documentation.

• Prepares marketing materials to promote WIOA Youth Programs and distributes to high school

counselors and technical colleges.
